The project depends on three levels of distribution. They are as follows:

1. Making use of the organizations represented in the project by helping in the distribution of copies of the Qur'an in countries and regions where they have activities and projects.

2. Cooperating with large charities dedicated to establishing branches in different regions such as Asia and Africa.

3. Cooperating with Qur'an-focused organizations and institutions which have programs and activities related to memorizing the Qur'an, such as the Holy Qur'an Memorization International Organization, and other regional Qur'an-focused organizations, in addition to seeking the aid of international and regional organizations that are specialized in shipping and clearance.

4. Making use of fast mail companies and companies which deliver papers to specific addresses.

The distribution is the responsibility of the management and this is done according to needs that are based on research and consultations. It should be clear that it is difficult to meet the demands of every donor. However, this may be achieved when the number of shares is large– e.g. thousand shares and up – and his specification is quite open such as requesting the distribution to be done in Africa or the countries of Central Asia for example.

The project is intended to cooperate with trustworthy charities which have trained staff and extended relations to undertake the task of distribution according to the policy and mechanism adopted by the project and agreed upon with such bodies. The project will supervise the process of distribution and will receive reports on its mechanisms, regions and amounts. The primary goal of this is to make sure the mushaf reaches everyone in need of it.

The project will settle this matter with the institutions. In addition, the distribution policy of the project, especially in its early phases, will try to change the countries and regions where mushafs are distributed, as well as changing the institutions which undertake the process of distribution in different regions.

Although the project will not distribute mushafs among non-Muslims, it will work to make translations of the meanings of the Qur'an available for non-Muslims. This will be done by making these translations available in public institutions such as libraries, museums and universities. The project will also respond to individual requests submitted to the project or the institutions representing it. The profit of this is to meet the needs of non-Muslims as regards knowing Islam from its original sources.

The project depends on contracting professional and respected charities or reputable corporations specialized in distribution. It should also be noted that the world is so vast and if a particular country is unstable or inconvenient, there are other areas and countries which are in need and can be distribution targets.
