The third level: Hiring a production printing line in distinguished publishing houses for a year or a limited period, in addition to appointing committees that are specialized in the field of the Qur'an to review and monitor the printing process.

The project focuses on a main goal; that is, the achievement of printing the Qur'an with perfect quality and correctness, which is available in well-established institutions, specialized in printing the Qur'an. This means that there will be no need, at least in the first phases, to repeat efforts.
2. The project will not waste time in establishing new printing institutions, especially in the beginning, because this requires a great deal of effort in administering, maintenance, follow-up, and so forth.
3. The project's ability to meet the huge demands for so many copies of the printed Qur'an can only be achieved through working on different sides, when needed.
4. The project takes into consideration the place of printing (the country where printing takes place) and the areas that are targeted to distribute copies therein.
